Parameters:

filename

(string) name of the data file

Returns:

TOBS (float matrix, size = NTAGS_OBSERVED * 3*NSAMPLINGS ) tags

TUTILISES (boolean matrix, size = NTAGS_OBSERVED * NSAMPLINGS ) state of tags (occulted or non occulted)
